Russia knows the Rebels are threatening to launch on the USA.
The intel that the Americans got that The launch codes are compromised and the rebels are fueling the missiles likely came FROM the Russians.
So there is cooperation going on at high levels between the legitimate Russian Government and the USA regarding the Russian rebels.
The Missile Fields are in the middle of nowhere, Loss of life would be limited to the missile sites. Hardly even any surrounding farmers to be killed.
Russia would be aware of the US Nuclear launch and know beforehand they are ONLY targeting the missiles being launched at the USA.
Russia would NOT retaliate and create a wider all out Global nuclear war.
Russia would likely nuke those bases themselves instead of the Americans, but allowing the Americans to do it is better for practical reasons.
American Missiles already have pre-planned targeting "packages". Russian Missiles would not have any pre-planned packages against their own missile sites.
This isn't a video game where you just put your computer cursor over the target on a map and hit the fire button. It would be impossible to re-task a Russian missile to strike their own base when the Americans would already have such bases targeted.
