I don't fully understand? Were they cheaters who he recognized? Where they extortion artists ready to sweat the place? Were they armed robbers? Sorry if I'm missing the obvious but the scene confused me.

They were rival gangsters ‘from back home’ who ‘got away with a warning out of respect’.

Yep. Rivals that Nicky suspected were in LV to horn in on Nicky's action. Gangsters were always trying to take away rackets that other gangsters were running.
