what is with the penguin?

I have seen this movie a number of times and I still don't get the part with the penguin randomly showing up?

 I never got this when I was a kid. The penguin isn't really there, Billy is just really drunk. I don't think there's any more of an explanation than that.

It was a common theme back in the day...guys would drink so much they'd see things that weren't there. I remember an Adam-12 episode where a drunk thinks he sees an elephant or something like that.
