Yes, it`s based on The Swan Lake. But since this movie was never that popular, it`s not strange that you`ve never heard of it.

I loved this movie as a kid! I even dressed as Odette for Halloween in '96!

It's a really nice, non-dancing version of "Swan Lake," so you're correct. A lot of people have mistaken this for a Disney film, because it has many hallmarks of one, but it was definitely not made by Disney. Heck, it's not even a Don Bluth cartoon!
