Why didn't Burns simply...


...shoot Mason after his scuffle with Wolfe Sr.? The movie obviously showed us that he was able to see Mason from his hiding spot, and that Mason had no working weapon. He had a clear shot at him, and after Wolfe went down, there was his opportunity to shoot him. It was also just the way a hunter could hope to kill his prey. Instead, he... fled... and then did that thing with the aeroplane, which was in no way guaranteed to work and a completely dumb idea anyway (remember, this is a movie, explosions are harmless unless the fire touches you - in the real world it might be a more sensible plan, except for the fact that it needlessly expends an airplane). He had a clear shot from much closer up and... he didn't take it. Why?

If you look at the film burns had a lot of opportunities to kill Mason through the scope of his AUG rifle. I think it is apart of his character that he wants to toy with Mason and kill him the way he sees most fitting. I'm sure the sadist would love to corner him, have him unarmed and helpless. He wants to see Mason surrender any hope in his eyes up close before he kills him. Burns is truly sick and doesn't care about his comrades. It was a great performance!

Because he has not paid for the hunt, he's just the organizer. It's not his right to kill Mason at that point.
