I know some people complained that Picard was too wimpy at times particularly the soran fight when he was able to fight in the series and crying in front of Deanna. I guess it was to show that he became closer with his crew,

sharePicard and kirk are very different characters. Kirk is more hard ass happy to have a punch up kind of guy. Picard is a diplomat. He'd rather talk himself out of a situation then go guns blazing. This isn't wimpey. This is smart. But when talking doesn't work he unfortunately can't keep up the fight against Soran.i think this is more so kirk can come along and save the day.
