Do starfleet admirals do anything?
On watching the BR I noticed theirs an admiral on the bridge during the first scene. Why didn't she start telling Harriman to do his damn job when the going got tough?
shareI don't know when exactly this is, but it's likely the admiral was there for the initial P.R./welcoming of Kirk as a representative of Starfleet Command and probably left before they got underway since they have better things to do than go on a joyride. If I remember correctly they weren't even on the Enterprise in the beginning.

No the opening is actually not taking place on board the ship. Its taking place inside a lounge on board of the space dock, where they are witnessing the Champagne bottle smash against the Enterprise when they are christening the ship.
THEN the movie switches to be on board of the Enterprise bridge and you have Kirk, Scotty and Chekhov getting out of the turbo lift.
