For the thousandth time they are not blood related and would at most be related by marriage. They should give the relationship a try. It is not incest regardless of how far there relationship goes.

If you're ancestry traces back to middle or upper class europe a lot of your ancestry will be cousin marriages. It's still legal in most of the world as the risk involved is only marginally (about a percent) higher than any random pairing. It's only when you've got a family history of genetic diseases that it's problematic.

Besides what everyone else has already said, you can chalk up the "relationship" to the fact that a lot of times writers will overlook some things in order to further the plot or get things accomplished.
Vada was not supposed to be around any other people than her uncle while she was away from home, as per her fathers very reasonable request. The character of Vada would probably not have gone against her fathers request, or wanted to go out on her own in a strange, big city. Therefore, the writers did not have very many options for a possible adolescent relationship to show Vada growing up. They had to create a character that would be theoretically trusted by Vada's uncle to show her around the city, and be a romantic outlet at the same time.
Was it a perfect solution, maybe not. But it is what it is.
