i remember watching this movie way back when and thinking it was hilarious...

It has a lot of funny scenes, but they're sprinkled throughout a generic kid's movie with a really corny ending. But those scenes are REALLY funny in my opinion, Major Payne is a great character in a crappy film. It's a movie probably best viewed on YouTube, loading up the individual scenes and skipping the rest.
