The apartment is a hybrid. The scenes inside it were shot on a set in France, some exterior and hallway shots were from New York, and design elements, like the graffiti on the walls of Mathilda's family's apartment, were reflections of the little boy's family's apartment in Cassavetes' Gloria, from which a fair amount of the plot came as well.
If style is your principal goal, I suggest mining the style elements in the anime series Noir, which was consciously built on Besson's tropes in this film. About the only thing that is exactly the same is the plant, but the style reference in the way the characters interact, their isolation from others, their minimal lifestyles with guns, and their use of locales works very much like Besson's films.
