The Hyenas start it somehow but since that part is not seen in the movie your guess is as good as mine if not better then mine. But since the wildebeasters were up on the cliff and Simba was below them, how would they have heard his weak roar?

shareThe hyenas obviously. it is shown as they are trying to nip at them and stand at the entrance of the gorge. I don't think wilder beasts are that stupid to run exactly where they hear the roar coming from.....
