When does the Novel's story take place?
Is it given a specific date? Or is it just vaguely 1700s?

The novel was published in 1818, so I figured then. At least at the most modern moment. I suppose Captain Robert Walton could have met Victor Frankenstein a couple years prior.
Frankenstein would have created his monster a few years before that. Frankenstein recounts his father's upbringing and how his parents met, which would take place in the mid 1700s. But I could be completely wrong.
The last date I recall being shown on screen was 1793 when Victor left home for university.
