Confused about the First game against Iceland..... :?

In the beginning of the game (3 seconds into the game according to Bombay) Dean Portman is kicked out of the game for contact (pushing someone down), and Julie was kicked out for pushing two players away from her and the ref probably didnt even see it happen. Then when Banks scores the teams first goal that Iceland *beep* takes his stick and swings it as hard as he can onto banks wrist he goes into the penalty box? Im pretty sure contact like that would cause a player to be suspended for at least a couple of games or even the whole tournament. That part always bothers me. Are we supposed to believe that the referee is calling things against U.S.A on purpose?
