Haven't seen them all, I'll rate the ones I've seen so far..

Care and Protection 8/10
Stranger in the House 8/10, lost a point because I guessed the culprit as soon as they came on screen
Appropriate Adults 8/10
Dead Male One 7/10, good episode with rubbish ending
Paying the Price 8/10
The Things We Do For Love 7/10
Unknown Soldiers 5/10, started off okay then got a bit boring
Deep Waters 8/10
Penny for the Guy 9/10
House Calls 8/10
True Confessions 5/10, Didn't like the ending, story was a little bit boring
No Other Love 9/10
One Man's Meat 2/10 because the meat thing made me feel sick and the storyline wasn't that interesting
Benefit of the Doubt 3/10
Mistaken Identity 4/10
Close Encounters 1/10,very boring episode
Hidden Truth 1/10 , I tried to watch it twice but I couldn't get into it
Endangered Species 2/10, beginning made me feel ill, the scene with the tiger at the end was silly and I'm not a fan of zoos.

So the best episodes I've seen so far are Penny for the Guy and No Other Love.

Penny for the Guy is not just the best ever Frost episode but also one of the best of any detective drama. A cold blooded and ruthless killer totally without remorse yet at the same time oddly very human.
