Although not answering your question exactly, I would have to say Charlie over them all, plus he was the older one and therefore more sensible. Griffin although better looking than Justin, would have just made me want to slap him for not being sensible/grown up enough, whereas Justin seemed more sensitive. I'm not a fan of Bailey and for some reason, can't even picture who Ned is at the moment.
Strangely, when it comes to Matthew Fox, I wasn't really a fan of his (having first seen him in Lost). I did know he was in Party of 5 but never saw it first time round. Now that I've been watching Party of 5 from scratch, I quite like him - but only in that - he seems to me far cuter when he was younger and in Party of 5 than he is in Lost. (Sorry Mr Fox).

I'm going to choose a different guy from the ones that you picked...Ben Browder who played Sam Brody for 10 episodes in Season 3. I watched the first 2 seasons and started watching Season 3 but was getting frustrated with the story lines.
I remember this so clearly I was about ready to change the channel and then Ben appeared on screen and I was hooked for 10 episodes. I was so mad when he was taken off the show but was so happy a couple of years later when he came back to television in Farscape! That was and still is the best scifi show ever made.
He is an awesome actor and was on the last 2 season for Stargate and made 2 Stargate movies. He will be back in December in webisodes of Naught for Hire. Here is the link if you want to check it out:

Griffin has better looks than Justin, but is not as sensible or mature.
I haven't watched as far as when Ned comes in so i can't judge there...
Charlie and Bailey are both nice in their own ways...they both have pretty good personalities too from what i can tell, that one would have to be a tie. :)

I only like Griffin.
I liked Griffin at first. I always thought he was rather stupid but it was kind of endearing. But when he cheated on Julia it was really disappointing. He had so much time to see that the girl was a threat but he continued to come onto her.
That's when he lost my respect.
