So can someone please tell me- Was Lord Craven's manor a boarding house?

No it wasn't a boarding house, it was just his enormous manor house where Mary was sent to stay with her Uncle.

Yes. Gardeners, stablehands, chambermaids, laundresses, cooks, housekeeper, drivers, footmen, dog tenders, who knows what all else.
