But I'm a little confused...

Weren't they trying to get the weapons away from Tony - who is then on the boat with Hanna (How'd she get involved anyway, I got that she's his sister, but what's she doing on the boat?) And what was the bungee jumping bit supposed to do about the whole problem? Was he actually planning on removing each person from the boat individually? And so then the circus people, they take over the boat and defeat their captors anyway? So is the point that Cassiel dies when he didn't have to?

There were more things bugging me, but I can't remember them at the moment. Will continue questions later...

You're not stupid. I just saw the film, and, knowing a little bit about Wenders' films, know that plot isn't one of his strong points. If you're looking to make sense of the storyline, well, the film doesn't hold up very well. None of your questions are answerable--none--because (IMHO) Wenders is looking at the visual aspect of each "plot development," and really couldn't care less whether it makes sense or not. (The visual aspects being: the trapeze artists stealing weapons, which looks amazing, Cassiel dropping down on "bungee cords" to the boat to pick up the girl he had once saved before--indeed, reminding us of why he became human in the first place, general boat/water/river effect.)

(For what it's worth, I can try to offer an explanation as to why Becker is on the boat with his sister and niece. I think Cassiel was trying to reunite them, so he may have involved Becker. That's about as logical an explanation anyone can come up with...)
