No. It's just a really weird quirk she has, a bad habit in how she holds her lip. I've seen illustrations of Bell's Palsy, and her face muscles don't look right for the ailment. Plus, she can move the muscles on both sides of her face.

Kathy Naijimy made a face at someone, I don’t remember the circumstances, while on set and did that. The director loved it and made it part of the quirks for her character.

I recently began to wonder why the green potion that the Sandersons take to make them look physically younger also can't "fix" physical imperfections like Mary's crooked mouth or Winifred's buckteeth. I'm probably reading too much into something like that since it's safe to assume that they were like that since birth.
