Oh wait, maybe it's Russian! He does sound exactly like General Georgi Koskov.
I'm pretty sure the actor is Russian. He played an Italian gangster though in the 1988 Punisher film with Dolph Lundgren.
shareNo sweetie, Jeroen Krabbé is Dutch like I am, and has the thickest Dutch accent I have ever heard in Hollywood. It's ridiculous when he plays another nationality, he can only play himself, which is a pompous, campy Dutch guy.

In my headcanon the character is a Dutch conman who fled to the US and adopted an alias. He's not even a real doctor!
