Well... maybe they tried to take some liberty when creating the cartoon...
shareI think people started losing interest once it was obvious that Jesse was being written out of the franchise in the third film. I know the film's about the killer whale, but the audience had seen Jesse grow up over the course of three films and it wouldn't be the same franchise without him.
Then there's also the fact that there's only so many times that Willy ca get himself caught somewhere and needed to be freed before you start to wonder just how stupid this whale is.

A new monthly ongoing series
Dolphins and killer whales are not fish, they are mammals.
It gets me every time when sportscasters and writers call the Miami Dolphins the Fish.
Sometimes I wonder how smart some people really are.
The third didn't do to well, and the direct-to-video Free Willy 4 came and went without much notice in 2010.

I don't think they have stopped. From what I have heard there are still plans to make a Free Willy 5 but they are just taking a break from the series at the moment to come up with fresh ideas.
