Everyone knows the booth computer doesn't report verbal morality violations to the central bank.

A bigger goof is that, if he isn't coded, then how could he be fined?

In the other scenes, the computer specifies, "John Spartan you are fined one credit..."

But in Simon's scenes, all it says is "You are fined one credit..." Who is fined? How does he get fined without the biochip?
