Big flaw with Cocteau's plan

What was Cocteau going to do with Phoenix assuming Phoenix had successfully killed Edgar Friendly? He would still have a maniac running loose. The only thing I could immediately think of would be to mentally program Phoenix to commit suicide once he had completed his mission. But then all the evidence would point to Cocteau as the culprit, since he was one of the few who had access to all the codes and technology to program Phoenix. Did Cocteau have a patsy waiting in the wings to take all the blame or did he just assume nobody would question him because he was the savior of society?

Dr. Cocteau is corrupt and he didn't program the 6 prisoners freed by Simon Phoenix not to kill him. Simon Phoenix and his gang are un redeemable. They should have comic book side stories like expand minor character roles in them. Maybe to how Dr. Cocteau thinks that Edgar Friendly is killed is that Edgar Friendly and his armed followers during the road chase battle the accomplices to Simon Phoenix and it's the same henchman who fights Denis Leary's character and he defeats him that later on does the work for Simon Phoenix in killing Raymond Cocteau. DC would have to be under license by Warner Brothers as required by copyright law. Maybe before thinking Edgar Friendly is killed he and his armed followers kill a couple of the 6 cryocons while the 4 others in battle against the rebels defeat them. I was thinking if it as Denis Leary vs. Jesse Ventura.

It quite possible that Friendly was the first of many people Phoenix programmed to take out or perhaps even the entire sewer.

He also easily could have programmed him to surrender to police.
