Who killed smokey in the church and why did that person kill him

Montana ordered the hit from jail and told Magic to get it done within a day after the AV killed Carlos, but it's unknown who actually did the hit. It was payback for Carlos ordering the destruction of the BGA club with the hand grenades.

On the DVD it shows Popeye try to stab smokey and he doesn't succeed so he shoots at him. So more than likely it was Popeye who was following orders from the Onda council.
