I learned about this show after watching Continuum and reading their message board on imdb.com. The pilot of Continuum mentioned the possibiilty of simply going after the ancestors of the criminals. Could that not have been a way to stop the future criminals on this show as well? You would not have to kill anyone. Just insure their future criminal offspring were never born.

No. a second season episode made it clear that if Darien were able to go back to his time, he wouldn't be in his world, it would be an alternate future.
Don't ask me to explain how he was able to get message and from what had been his present though.
And you're guilty until proven innocent. What are you going to do, murder kids? Force abortions? Kill some dad or mom that didn't do anything?
This is remenicent of the eugenics Nazi Germany went through. It's disturbing anybody would suggest those things. The yet-to-be criminal, is innocent, pure. Even if some mother, some Arian Nation Neo Nazi, got ahold of Hitler DNA and gave birth to Hitler re-incarnate, that kid can easily grow up to be Ghandi. It's life and doing the right things.
What's not needed is an officer, if we ignore that if you change the past then it is no longer the future you lived through and knew the consequences of, to go back and change things, but rather something like a trained psychologist to alter the path of the particular child's life with little two or three little nudges at different stages of life, much like putting rockets on a huge asteroid headed for the dead-center of Earth and nudging it a few a couple degrees so by the time it reaches Earth, it's so far off course nothing happens.
