He's easily top 10 all-time best Star Trek characters. One of the areas where DS9 always excelled was in character development. Even when it came to their recurring characters. Garak and Nog wound up being more fleshed out than Geordi and Troi.

Wholeheartedly agreed. One of the peculiarities of DS9 is the strength of the supporting cast, and the relative weakness of the primary cast. Gul Dukat, Garak and Nog were each as enjoyable, or more so, than most of the primary cast.

Completely and whole-heartedly agree. Garak is easily my favorite supporting Character in not just Star Trek, but quite possibly all of television.

Agreed. Added so much to show. Love the scene at the bar with Quark about root beer & the Federation. & story Dr Bashir told him about crying wolf & alternate meaning. LOL

He was awesome, and probably the best written and developed, but John De Lancie's Q is still my favorite.

Agreed, Garak is awesome... but he got away with way too much throughout the series. Couldnt forgive him for torturing Odo.

Him torturing Odo was better than absolutely any other Cardassian doing it. It was a very compassionate and thoughtful act in Garak's own way.

You can add Nog, Dukat, Weyoun and Damar to the list too! Many of the recurring DS9 characters got more development than most Trek regulars ever got.

Morn, who never uttered a word, was still a more developed character than the entire cast of Voyager!
