Why Didn't We Ever Get to See that Cardassian Neck Trick?

It was a running gag like Morn talking. There were numerous times they said how Morn was always talking and never shut up, but on camera he never said a word. There was also the infamous, Morn stripped naked and ran around the Promenade yelling we're all going to die or something to that effect when someone was going to attack the station or Morn knowing the funniest joke in the universe, again, none ever seen on camera. All running gags.
