What's with the young-Sylvia scene in "Fran's Roots"?

I'm guessing this is a reference to some movie or American tv show, because I'm not getting it.
This is the scene where Fran shows up as a younger Sylvia and there are these two girls as child Nadine and Francine. Are they famous actresses or something?

No, it was a flashback scene.
Francine is probably Fran's full name. Nadine is Fran's sister.
Silvia was (jokingly)blaming her 2 kids for her hips.

I told them I was not paying extra for bulletproof windows. I haven't been strafed in years

