The slit in Miss Venezuela's dress...

I have been trying to locate the episode where Daphne is watching the Miss Universe Pageant and remarks: "Just look at that dress on Miss Venezuela. That slit runs all the way up to Caracas"!
I know I saw her giving this line but I don't know if it was from an actual episode or in some blooper out takes.
