I say Lily. I have nothing against Lindsay and wouldn't be upset if she did return though. Lily is adorable (still, even as an adult) and I know some people said she couldn't act but I thought she could, plus she was only 4. I'd love to see her take over the rule of Morgan again.
I like Lily's dedication. She didn't stay long on Boy Meets World, and yet she was the first person to say she wanted to come back for the sequel. I think she has something to prove, since she's older now, and ready to level with her former co-stars. Lindsay Ridgeway doesn't leave as much to be desired, even though I wouldn't mind seeing her again.

Here's the thing, both actresses portrayed Morgan differently and not just in age.
Lily was the sweet baby Morgan who was the spoiled daddy's and mommy's girl who could manipulate Eric and Cory.
Lindsay was the youngest sister of two brothers who had the sassy attitude and really railed into her brothers at times and really spoke her mind. I remember her snapping back at Topanga in the episode where they were preparing for the Cory and Topanga wedding, especially about the bridesmaid dresses. Oh and don't forget how Eric is a "loserfreak, loserfreak. he's a maladjusted loserfreak." nvm, here's the link https://www.youtube.com/watch?v=ww4bvB6eMDI Damn she sounded better than the girl who was singing that for her album in that episode.

Lindsay. Both were perfectly fine, but I just preferred Lindsay's portrayal. And tell me she wasn't adorable when they showed her friendship with Frankie's brother, Herman.
