in the starting part, the burglar went into the house, the cops came and investigated/interviewed, then out of the blue the cop luckily found the burglar, i dont believe this was a coincidence, so did the cop hire the mugger in the beginning? if so, why? what for?

I don't think so. Because when he confronted the burglar, there was absolutely no indication from him that he had any dealings with Liotta. Liotta's character just wanted to play the big man, so probably worked extra hard to find the guy quickly. I expected them to say something like he hired him as well, but there was really no indication of that other than that is the usual plot twist for one of these kinds of movies.
