That deleted Lucy scene..

Something has been bothering me about that deleted scene from FWWM.

That deleted Lucy scene where she's talking about the racoon, and it seems like something happens between her and Harry (Sheriff Truman, how did you get up here?), and then she just seems confused and lonely and calls out for Andy.

What the hell is happening in that scene? It almost sounds like Harry does something bad to her?

Having read the script I believe Lucy just got confused as she was talking to Truman and Andy in the interrogation room (over the intercom), and is not aware Truman has left the room whilst she continues talking. She is therefore surprised when she sees Truman up in the reception area.
