In FWWM, he seemed to have what I assumed to be a French Canadian accent. Did the actor speak this way in the show? I seem to remember him just having a neutral Canadian/American accent.

The Canadian accents in TP really suck, they're just meant to overemphasis that the characters are from Canada, even though no on talks like this there. Neither in Quebec, nor in the ROC.
