Why did they re rate it for the blu ray release?

the dvd version I have in Canada here is rated Canadian 'R' , the highest there is, reserved for extra brutal, extremely messed up movies. It's the Canadian equivalent of an NC-17. But I purchased the Blu Ray set and the FWWM disc in there is rated '18A' which is still R rated but is usually for films without that extra degree of extreme content. Now why would they change it? Did they wait 25 years and go "You know, on second thought it's not that intense lol". So weird.

Classification boards usually will revisit content especially if some sort of re-release takes place, for example in Australia Predator 2 had its rating dropped from R18+ to M, Saló had its ban lifted so it isn't exactly out of the ordinary for that to happen.
