He wasn't dumb, but incredibly naïve. At the end he could've apologized to Mr. White for being a cop after their arrest and just before his imminent ambulance ride. Instead, he trusted enough in their friendship to think Mr. White wouldn't kill him for the betrayal. Stupid naiveté. (Tarantino did establish Orange's naiveté at various points earlier in the film, and Orange was delirious from blood loss, so I don't consider it a flaw in the film.)

Nothing to do with being naive. He knew he was dying (after being shot AGAIN), but thought that coming clean was the honorable thing to do. Especially after Mr. White took a bullet for him.
