After the fact, I assumed he spotted Ryan and turned to remove the pistol from a stack of newspapers in the vending box (where he'd previously stashed it - low in the stack).
It kind of makes sense -- if anyone challenged him for loitering and looking suspicious, he wouldn't have the pistol on him.
Seem plausible?
