In the starting when Payne is caught how does he know to run and whats with him asking the time?
Dunno. It was a bad movie anyway.

I think the doc knows that the cops are on the way. He wants to drug Payne but after Payne tells him that he will feel no pain the doc gets nervous and looks at the clock. Payne reads the doc like an open book. And after he sees the docs reaction to his question he kills him and runs.
shareIt would have been better if Rane had been at a barber shop instead of a plastic surgeon's place when the Feds busted in. Their interruption would have explained that awful hairdo that he's got..

He asks the time so his victims will know their time of death. It's explained in a scene added when aired on cable television.
