Well, more correctly, Snipes in this movie was reading a book called The Art Of War by Sun Tzu and will later star in another movie called The Art Of War which is not based on that book. As far as I am aware, there is no film based on The Art Of War, as it is, basically, a reference book, or perhaps a treatise or analysis of techniques to be used.
For a time, during the 1980s-90s, when there was something of a "fashion-explosion" of Marketing and Strategic Planning in the business world, it was a work, often quoted by MBA courses and graduates, describing how to take over companies and beat opposition.
Now that those Marketing and Strategic Planning fields are rather more mature, the use of Sun Tzu's Art Of War doesn't seem to be mentioned quite so much.
It has also been cited by sports coaches and politicians as a basis for their method.
It is a pretty good read, though. I have a copy introduced and editted by James "Shogun" Clavell.
There was also a video game, produced by Broderbund back in the days of 8, 10, 12, 16 MHz processors, for MS-DOS, called The Art Of War, where you played out battles as various characters including, from memory, Sun Tzu, Genghis Khan, a North American Aboriginal, Napoleon and and three others.

But read the book...
