Why didn't he escape?

When the main terrorist was able to walk away from the plane while the hostages were being released, why didn't he keep on walking away instead of hanging around a carnival. He could have car jacked someone and escaped as according to his plan but instead started firing a gun at a carnival a stones throw away from a plane that he had hijacked.

A fine looking women though she was, I would never turn down a chance like that to escape, when facing life behind bars as he was.

Well, seeing the film again, or some of it, he tried to escape by having his friend break into a car, hot-wire it, and then drive off into the daylight (it was daytime, okay?). But Cutter shows up so they have to hide out in the crowd until he goes away.
