Why did the 2 cops arrest Cutter?

When the plane made a forced landing in Louisiana, why did those 2 cops instantly arrest Cutter, when he dropped from the plane?

Because he jumped out of the plane while it was moving, and before everyone else. I hated Passenger 57.

Because cops are idiots.

Even the FBI are idiots as they decide that the best course of action is to let the head terrorist get back on the plane and take control of it.

I mean, how many times in negotiations school do they have to teach you to never, ever let a terrorist go once you capture him?

I enjoyed this movie in 92... But after seeing it last night it makes RoadHouse look like the most nominated Oscar movie off all time. So many whys... Why did the FBI put Snipes in complete charge of everything? Did I miss something in the begining that he used to be a god or something? Why did the bad guys mess with him at the county fair? They could have just left and got on the run after they saw Snipes? Why even bother going after him? Why was there no makeup person on the set? The women looked dreadful at best. Why did Snipes let the first passenger to be shot in the head like his wife? Isn't that what he taught himself not to do again? Why am I bothering with commenting on such a bad movie? And why am I bound to watch it again. Why oh why.

He didn't know Rane was going to shoot Douglas. Once Rane did that, he realized, "Okay, he means business." He dropped the gun after that.

They assumed he was the hijacker, that's why. Actually, you could even say it was a racist thing, with 2 white cops arresting a black guy.
