In no particular order, 'cause that'd be too tough...only including R rated ones 'cause when you throw in stuff like the fugitive it gets confusing

Because the sort of person who would place a waterlogged turd like Passenger 57 amongst the top 10 (or even top 30) action films of the '90s inevitably hasn't heard of it? That'd be my guess.
