I'd have to agree. Even though the cement thing was the most brutal, at least Smitty had betrayed Travis so in a way he had it coming for him. The young cop was just doing his job and he hid behind a barrel to save himself. I agree that this is the most evil thing that Travis did.

shareI'd have to agree that this is the most evil thing he did in the movie. I mean the cement thing was evil too, but Smitty had it coming for him. The young cop was not even firing at Travis. I agree it was the most evil thing he did in the movie. By the way who was more evil? Travis or Wah Sing Ku? Personally I find Wah Sing Ku far more evil.

with billy phelps he breaks into a cop shop and walks down the corridor, opens the door and then....bang! plus billy had worked for him
But Billy Phelps had betrayed Travis. Remember that Billy Phelps together with Smitti did that bank robbery and this jeopardized everything. Plus Billy getting caught, he could have given information to the police about Travis. Billy became a liability to Travis because he did that robbery. So he had it coming for him.

travis specifically set out to kill billy in a vicious and brutal manner obviously so he could not talk to the cops
the young cop being killed was incidental and anyway he should not have been there in the first place
Why do you say that the young cop should not have been there, and why do say that it was incidental?
shareriggs and murtaugh only reluctantly agreed to let the young cop come with them to chase the bad guys, he obviously lacked experience and was constantly told by them to KEEP YOUR HEAD DOWN
he was a plot device to give greater motivation for riggs and murtaugh to kill travis as he was killed by an armoured piercing bullet that were stolen by travis off the cops
in the climatic scene u will notice that riggs killed travis with an armoured piercing bullet, as it was a bullet that went thru a JCB that travis was driving
