Better question is why do you need this explained to you?
I mean did Biff Tannen really change after George "decked" him in 1955? No, he was a lot nicer to George in 1985 but he didn't change. By 2015, he was being pushed around by his grandson Griff and was still washing cars. Once he comes across the newly bought discarded almanac, he sorta becomes a supervillain by stealing the DeLorean and giving it to his younger self in 1955. Similarly, Buzz is almost like Biff in that regard, except Buzz doesn't have access to a time machine, though and if he found out about his younger brother nearly killing two burglars that tried to rob the house, then we would've had a "Biff and George 1985B" situation where he would've been nicer to Kevin.
