I am watching this movie over a three-day period so it's quite possible I missed the explanation for this, but how did Doug and Kate compete in nationals without winning any qualifying competitions together?

it could also be conceivable that they did qualify and just did not show it. but i would see your point where her pedigree allowed her a slot in the nationals

i remember doug had to satisfy a series of requirements that would make him eligible to compete. they were celebrating his newfound eligibility at lunch with hale. "if it hasn't happened by now, he's into clear" it is also during this scene hale announces their engagement.
judging from nationals, the top 2 pairs were going to the Olympics. doug & kate's low score left them in third place with 1 pair left. as luck would have it, the girl skater fell on her @ss on a simple move allowing kate & doug to move up to #2, securing their Olympic spot
