After John and the T800 rescue Sarah from Pescadero would it be logical for them to think 'let's change our appearances' to throw the authorities and the T1000 off their trail?
I realise Sarah, John and the T800 could look ridiculous/comical if it was applied but maybe it could buy them more time on the run and not look obvious to everyone??
I don't think there's much they could do to change appearance. Plus it would involve stealing things from a store which would leave a trail for the cops.

The cops had pictures of the T800 (Arnie dressed as punk) from the first terminator movie and the good terminator (Arnie during mall scene in T2).
If Arnie changed his clothes colour from black to coloured tracksuits and Sarah and John dyed their hair colour etc

You are forgetting about facial recognition and DNA analysis. All T-800s have the same skin, DNA.
They had facial recognition way before the 90s and even DNA analysis.

It's not a simple matter of a technology just existing, it needs to mature and become economical. I can assure you that, yes, facial recognition did exist but no one was using it to scan security cameras of local 7-11s to track criminals.
