The one who Lecter talked into committing suicide looked an awful lot like a young Charles Manson to me.

My guess is that they were the worst of the worst. Miggs is obviously a multiple murderer and probably a nasty one at that. More likely these men are serial killers.

I agree. I thought that too, that these were the 'worst of the worst' in terms of the criminally insane.
Most offenses, most violent, most needing of constant observation, most prone to escape, etc. etc.
