He always knew. Some of the puppets were clearly made to defend themselves.
However I'm not sure why some of the RETRO puppets were made with weapons capable. Toulon did not know of the magic, and had no worries in the world.

That's a good point within the story context itself.
Why in the world would someone make a puppet with a drill on his head if it's not to be used? Maybe with an exception of an eccentric home repairer.
