i havent seen this movie yet but does norman bates kill anyone in this movie?

I can't explain what it is my brain does but however it works, it's insane it's plain nuts.
(SPOILERS)
In the flashbacks he does, yes, and he almost kills his wife at the end, because she's pregnant, but she ends up talking him out of it.
How could he have gotten out of jail again, even though the cops told him he would never get out again, in the third movie.
shareHe gets out because his wife works at the institution where he was taken to so i guess they figured that he was under supervision so he couldn't harm anyone anymore.
