Or even Psycho ONE? Here they'd always been running the motel, in the original, her boyfriend talked her into it.

Well playing devil's advocate here 30 years HAD passed, probably his mind wasn't what it used to be and he didn't bother consulting the original script or even the first movie before writing it, still, doesn't say much for him does it?
shareStefano has said that he didn't like the slasher style of II and III and decided to ignore them and just make it a direct prequel to the first film, however there is a reference to the third film in PSYCHO IV when Norman says "After the last murders four years ago"... The film takes place in 1990 and four years ago would have been 1986 when PSYCHO III was released however PSYCHO III takes place a month after PSYCHO II and according to the characters it was 22 years since Norman was put away making the year 1982 even though II was released 1983.
We all go a little mad sometimes...

You couldn't be anymore correct. A lot of people insist that this film is a stand alone when its clearly not, sure its different from the other sequels but it is still with in the same timeline, and story line.
Stefano originally wanted to write this is a prequel/sequel to the first film, however I think the film makers along the way plugged in dialogue that references the events from Psycho III, thus connecting all four films as canon to each other.
However, its still very easy to tell that this film was meant to ignore the other sequels since its riddled with plot holes due to Stefano deliberately ignoring major plot points of 2 and 3 (Hell there are even plot holes concerning the original!) and it seems the film makers tweaked the script just a tiny bit to reference parts 2 and 3 but overall did nothing to fix the gaping plot holes that this film presents.
Thus leaving it up to the fans to try and fill in the holes!
That's Hollywood! ($$$$$$$$$$$)
