In the first movie, Police Squad HQ is located in Los Angeles, how come it's located in Washington DC for the second one?

shareHQ is still in LA, the characters where only in DC for the special event.
shareI just felt they were over in DC to help the government along due to Law Enforcement Week being celebrated all over the country. It could also just be that they wrote it that way because they felt like it. In the third film, they are back in good old LA
