Why did they want to frame Hallenbeck for Mike's murder?

Why exactly did they want to frame him? I want serious answers

This is serious.

Who? The police? They actually thought Joe did it at one point because of the affair. They weren't trying to frame him.

Milo and his boys? I don't think they ever tried to frame Joe for Mike's murder.

Milo's boys killed Mike because he was originally on the Cory job that he handed off to Joe.

Because Cory had the blackmail evidence (the tape) on Baynard and Marcone.

phifty has it right -- the cops thought Joe killed Mike because he slept with Joe's wife.

Milo and his boss Shelly were going to murder the senator and frame Joe for that, because the murder of a senator would trigger a big investigation and they were trying to hide their involvement.

The reason this is unclear and prompts so many slightly different answers is another reason I disliked this movie: Poor writing.

Well, also the overacting and over-emphasis on explosions and crashes.

The only character that interested me at all was Milo, and that not enough to interest me much in his last scene. His death was over the top and unlikely.
